How do we create groups?

Hi,
I posted this before but never got an answer... can someone in charge please let me know if there's a certain post number or something required to create a group? Several of us would like a private non-smoker's group so we can discuss issues we face without drawing the ire of other members or giving the FDA "proof" that ecigs are nasty and evil. However, when I try to create the group it says that I don't have permission. Is it a post number thing, or do you have to be a mod to create groups?

I created a group right before they changed groups to subforums. This link should help:

Social group and social group forum creation is disabled at the moment. We're waiting on an AddOn to be coded to fix this broken system.
