How is nicotine content measured in bottles?

The ejuice comes in various sizes and are all labeled as 18mg, 24mg, etc. My question is what unit of volume is implied with the amount of nicotine? I would think that the 30ml bottle of 18mg contained 3 times as much as the 10ml bottle.

It's measured in mg of nicotine per ml, except for Johnson Creek who measure mg per 1.2ml.
