I wash my filler in clear hot tap water. Squeeze and rinse again. Then I squeeze dry in a paper towel. I check to see if the filler is too small (they seem to shrink!) and if there are any dark (black or brown spots) areas. I have never had any but then I will throw the filler away if it seems to be too loose or shrinking. It seems they last through 3 or 4 washings. I am not sure as I have about 30 carts I rotate.
If the filler is badly stained (lorann's dark colors will do that) I toss them because I can't tell if there are spots.
I also wash the carts in very hot water, letting the water fill the cart, dump and empty then wash the ends.
I use fluval to refill the cart after the filling that came with it bites the dust.
Refilling the cart is easier if the fluval is slighty damp. I use a straw mod so that makes it even easier because there are no stray threads.

I use teabag filler, both pyramid and paper, and I don't reuse the paper ones at all, but I clean out the mesh ones I usually clean as soon as I've vaped them dry-ish cause I haven't figured out a way to denote what flavor was in them (nic strength was easy, flavor on the other hand not so much), and I can't smell them enough to figure it out. Chocolate, coffee, and Marlboro all smell very similar to me, so do all the fruity ones; and coconut and rum are hard to tell apart as well.
