The main thing with lithium cells is to never over charge or discharge, and not leaving them "empty" or full. Ideally they're stored at about 50% capacity. Not easy when you want them always at the ready. Just something to keep in mind if you have
batteries that don't see a lot of use.
I think the "fully cycle every 30 charges" mainly apply to things like cell phones and laptops with more advanced power management.
The cells themselves should have no memory.
In the long term, proper storage and a faster charger (within reason!) might be more cost efficient and less wasteful than abusing
batteries to save oneself from 4hour+ charge times.
