How to appeal thread closure when moderator doesn't accept messages?

I started a thread that I would have liked to see continue, but can't ask the moderator about it since he doesn't accept messages. Is there a procedure in place for such situations? How does the chain of command work around here, and can someone appeal a moderator's decision, failing being able to ask hiom or her about it?

The thread was fairly informative and generally civil, and I wanted to be able to give my views on the PV being discussed, since I'm about to receive one in the mail in the next couple of days.

Considering the "Moderator" in question here is the Website Manager, I think you have about a snowball's chance in hell for an appeal
He made his point quite clear in the closure.
