how to measure exact measurements for DIY?

You need to DO MORE HOMEWORK than just this. I will answer your question but please read the whole thing.
There are several way Graduated cylinders or Syringes are what I use for liquids. Always use the smallest you can to make a measurement. Use say a 1ml device to measure less than 1ml. YOU could not accurately measure using a 10ml device.
Now. DO YOUR HOMEWORK. If you are using a Nicotine base do NOT BUY above 36mg nic base. The reason I say do your homework is that this is not like cooking and if you screw up you could have a bad day. GO TO THE eliquid DIY and hang out. Next use either an Android or PC app to calculate the mixture. On this site there are no stupid questions but there are some that raise red flags. Please don't attempt to mix until you know what your doing.

I started out using syringes but just couldn't get the hang of it, ( do you expell what's in the tip or not expell) Do you allow for what's in the needle? Just wasn't working for me, maybe I was just trying to make things harder than nessescery I don't know. I now use a pipette pump with 1,2,5,and 10ml Serological Pipettes they are designed to be completely expelled. They are easy to read for my old eyes to boot!

Hi I make my own juice and to get the calculations correct I use a app. It's a e juice calculator. It's so simple to use. You would plug in your nicotine base strength then plug in your target nicotine strength. Plug in your target pg and vg levels then Plug in your flavor % for each flavor. It then calculates everything for you. Hope this helps.

I only use a needle when measuring and drawing Nic base. Other wise I just put my finger over the bottom hole, fill up to the desired level, place over flask, remove finger, plunge syringe empty. To hard to pull VG through a needle, and don't like the wastage using graduated cylinders, to much left clinging the sides.

watts equals volts squared divided by resistance. You misheard or was lied to. Vape is Science, applied electronics, chemistry, biology, yeah, hits some of the major sciences. Where you been vaping? Under a rock??? lmao
