Basicly a carto is bad when your no longer pleased with its performance. The draw may get tight. Vapor production may drop off. It may get harsh and burnt. But in the end you have to decide when its bad enough you want a new one. Id bet after three weeks on that same one if you load up a fresh one it will be a huge difference.

This is definitely the best answer. The carto is bad when YOU think it's bad. Also another indication that a carto is going bad is the ability to hold juice. if you find yourself topping off more often, the filler has lost it's ability to hold juice. But a good rule of thumb that i go by is "if it isn't pleasing you, toss it".
