Easy way is a person's IP address, no matter how many emails I set up from my home computer they all come from the same IP address.

A device (smartphone, laptop, tablet) ID No. don't change either no matter how many different WiFi's a person can find.
Now there are companies that you can hire to send emails out (spam) and they will use different IP address's.
These companies don't have unlimited IP addresses and all their IP's will eventually be added to the spam list.
Easiest way to catch them is to hire them to send you emails, then block all the IP address once they sent them
The physical location of a IP address is another way to catch them. You can track on a map the exact house or building an IP address is at.
So if a person or business sets up 100's of different IP's, but they all are coming from the same house or building it's a safe bet they are sending spam.
This is also how your email provider separates or spots spam emails that were sent to you.
I am sure with today's technology there are some other ways of catching them too.
And for some reason the place where you live or work has to have different IP address like a business, college dorm, apartment building, etc,
you can contact who ever thinks your spam or cheating in a contest or an online game and explain your situation to them.
