If you are buying the game itself it is a one-time charge, but if you are making an in-app purchase that is for stuff (extra hours of play time, boosters, etc) that can be purchased again and again.
Yeah those in app purchases starch my chonies.....I wanted to get a golf app and some purchases were 99 bucks and the free apps have little to be desired....thanks!!

No you don't have to pay everytime just once. Even if you get a new phone you never pay for that app or game again.

@Panorama911 with Android, all your app purchases is linked to the gmail account you have set up with the Google Play store. Under My Apps, you will see two tabs, one is Installed which shows all the apps currently "purchased" (whether for money or for free) from the Google Play store and installed on your Android device, and "All" which shows every app ever "purchased" using your gmail account. So if you paid for an app once, you never need to pay for the app again, and you can download it to any and every Android device (phone or tablet) that you have linked to your gmail account.

One nice thing is Google has now instituted a 30 minute refund policy for paid apps. So you can download it, try it out and if you don't like it, you can remove the app and get your money refunded if you remove it within 30 minutes.
