Ok so I bought a juice 40pg/60vg with 2x the flavor in 24mg... Went to vape and it is extremely harsh. I was told I could add more vg to the mix, but I am unsure as to how much.. it is a 30ml bottle and I really could care less for the throat hit. My main thing is flavor and vapor. Can you please tell me how much I could add so that it will give a lot less throat hit?

If you add 30 ml of unflavored non-nicotine PG and/or VG, you'll get 12mg and 1X (standard) flavor strength. BTW, unless you are allergic to PG, I recommend adding PG rather than VG. You'll wind up with 70% PG/30% VG: approximately the balance that many consider optimum for flavor and vapor (and for viscosity).

But reducing nicotine strength is only part of the harshness/TH story. The power of your PV is a significant factor. A high-voltage battery (i.e., above 3.7V) or an LR atty will increase throat hit. And some juices are harsher tasting than others.
