The way this is going to be beat isn't by signing a petition I am sorry to say. What needs to be done is for us to make a sweeping effort to educate our elected representatives from local city to State to the US Congress.
Put together a 3-5 person team and have each team member be extremely conversant on one part of the subject.
1. PG and VG, what they are, who uses them other than vapers, their safety record, use by doctors and hospitals etc.
2. Nicotine, explain why it is not the danger cigarettes are, explain it exists in everyday food and show how it is even being found beneficial. Use doctor's studies.
3. Flavoring, explain how the flavors are FDA food grade approved and explain how different flavors than just tobacco flavors can help a person quit cigarettes. Also mention their is a self regulating group in the US working to insure safety in e-juice, the AEMSA

4. Explain why PVs work when the patch, gum, and other methods fail. How it substitutes for the oral habit of smoking, something all the other methods lack. Also mention the savings this will have in health care costs.
5. Explain why the often repeated FDA study was so severely flawed.
Have hard copies of all the positive reports bound for a professional presentation. Another bound booklet of testimonials would be nice as well. Rehearse, rehearse, rehearse. Make sure each member knows their parts forwards and backwards. You do not want a conversation full of ummmms and ahhhhs. Have several 0 nicotine cartridges filled with a variety of flavors for your audience to try. Plan for a 15 minute presentation and make appointments...don't just barge into their office and expect to be heard.
Do this at each level of government, the higher the office the harder it will be to get a meeting but it helps to let them know you have already spoken to elected officials in more local offices first.
We can win through education and information. There are tons of references in the medical forum here in the ECF for a group to use. Talk to your doctors and see if you can get a doctor on board with your group. Talk with local smoking cessation organizations.
All this takes more time than signing a petition but it is what will actually work.
One last thing...dress like a professional, no vape t-shirts and jeans. I would say business casual at the minimum.
