...U.S.-based foreign diplomats with a taste for tobacco can rejoice: their smokes are now tax-free.

A new State Department rule took effect Tuesday exempting foreign diplomatic missions in the United States from paying hefty taxes on tobacco products. That means no federal, state or local tax for cigars, cigarettes and pipe tobacco for diplomats whose countries extend the same privilege to American envoys.

The decision to take the step was made on Jan. 14 by the Bush administration...
