...and I have a question.

Is there any reason why one should not mix the nic base, VG and PG with the intent of adding the flavorings at a later time?

I'm thinking it might be convenient to mix and bottle those three components and have a few units on hand for quick production once a flavor is chosen.

A second question. I have a liter of nic base in a concentration that is a bit higher than the forum rules allow me to discuss. Is there a DIY veteran with whom I could PM for a verification of my mixing math?

You can send me a PM. For your first question, the only reason you shouldn't do that is flavorings are usually PG or alcohol based (usually PG). So if you mix your PG/VG to 50/50 and 12mg/mL nic, when you add your flavorings at lets say 20%, your mix will not be 50/50 anymore (it would then be 60/40), and your nicotine will not be 12mg/mL anymore (it will be 9.6mg/mL). It would be difficult to create a mix to account for this as well until you know what flavors you like and what percentages to mix them at.

Let me start off by saying I'm very new to DIY eliquid and hopefully others with more experience will give you better answers.

The only problem I see with premixing a base is different flavors and recipes may require different amounts of flavoring. Since you don't know the % of your final eliquid that will be made up by flavorings, you won't be able to get everything right. If your recipe is only 10% flavorings the the nicotine would be stronger vs a recipe that's 20% flavorings.

I would strongly suggest you use an eliquid mixing calculator and be very careful if your nicotine is over 10%. Multiple calculators might be wise to verify the results.
