NYC was used as the model. Appaerently smoking bans are ineffective in dense urban settings.

Report was published in the Journal of Nicotine & tobacco Research;

Secondhand smoke exposure among nonsmokers nationally and in New York City -- Ellis et al., 10.1093/ntr/ntp021 -- Nicotine & Tobacco Research

Report data demonstrated NYC had the highest estimated doses to second hand smoke to non-smokers of any US city 1 1/2 years after their smoking ban in workplaces this was despite NY also having lower numbers of smokers than any city in the study.
