I imagine its used to deter credit card fraud.

Yes, if someone uses a credit card that is not their own, they can be tracked by their isp and ip address. Although, if they are professional, they won't use their home account to commit fraud, they will go to McDonalds or something and use wifi. So not really that much of a deterrent. But at least it is something.

The ISP has been recorded for security purposes. If we have someone placing fraudulent transactions (which HAS been happening) and are stupid enough to use a static IP...

If we have someone placing orders, who is blatantly abusing my staff...

It probably helps us more than it helps you and should be visible to us, rather than yourselves. But it does let people know that we've got our eye on people, keep it honest.
