Is an on/off switch required?

The Other Half has made a few Puck-style mods, and is working on another one per my style request (will post pics when it's done- kind of excited, I think it's gonna be pretty cool) Anyhoo- is wiring in an on/off switch required? I always thought of it as the difference between a batt that had a 5 click lock and a batt that didn't. Convenient, but not required. What is the benefit of the switch other than a lock-out function?

I would say yes, an on/off switch is required as a safety measure. It's great to have if you ever plan on putting a mod in a pocket or purse and it also give you a means to break the circuit quickly if anything should ever go wrong such as a dead short or a stuck fire button.
