Its no problem from my recent experiences uk dubai greece india australia. In your checked in bag you can carry that amount plus more no problem. The only concern they would have is if you carried your liquid in your carry on as they have a 100ml limit they may pull you up but otherwise keep your favourite flavour with you so you can vape on the plane and keep the rest in your checked in luggage

is your breifcase to be carried on or checked in?

You're flying to China/Russia and you're NOT going to at least TRY to vape on the plane?

I'd be hitting the head every 1/2 hour..

If all else fails, call the airlines and ask them their policy on it, (carrying your liquids), just DON'T GIVE THEM YOUR REAL NAME!!
I see some sailor tendencies in that statement :D

I went through Vancouver airport's security recently with a couple of INSTEAD e-cigs and a bottle of juice in my carry-on. Whatever the e-cigs look like on the x-ray, they prompted a bag search. When that funny wand thing failed to turn up explosive residue, the security guard fished out the PV box, which also contained a charger and some spare atties. The security guard asked what the e-cigs were. I explained, and he asked for a demonstration. So I gave him one.

The next thing I know, other security guards are leaving their lanes, and one of them is calling for even more security guards on his radio. By the time all was said and done, I was standing at airport security, all lanes halted and backing up, surrounded by ten security guards as I happily vaped away. They then let me proceed to my gate no problem, an e-cig hanging from my mouth.

I wish I'd had some business cards on me at the time...I could have made some $$$ for my favourite vendors.

Back to the OP....
You can carry on up to 3 oz of liquid in a bottle, with all of the bottles fitting inside a 1 quart baggie.
You can check as much as you want. There is no FAA restriction on the transport of nicotine. I usually carry two 30ml bottles in my carry on bag and put as many more as I need for the duration of the trip in my checked luggage (5-6 30 ml bottles, usually). If you had more than a liter, someone might ask questions, but they will open the bag in the cargo area, scan it for explosives and then let it on the plane. Nicotine liquid is not a hazardous material, and the liquid is not flammable or pressurized, so they won't give you any problems.

From the TSA sits:

TSA and our security partners conducted extensive explosives testing since August 10, 2006 and determined that liquids, aerosols and gels, in limited quantities, are safe to bring aboard an aircraft. The one bag limit per traveler limits the total amount each traveler can bring. Consolidating the bottles into one bag and X-raying them separately from the carry-on bag enables security officers to quickly clear the items.

for carry-ons = 3.4 ounce (100ml) bottle or less (by volume) ; 1 quart-sized, clear, plastic, zip-top bag; 1 bag per passenger placed in screening bin. One-quart bag per person limits the total liquid volume each traveler can bring. 3.4 ounce (100ml) container size is a security measure.
