I think part of it, too, is that California also has a lower number of smokers than other parts of the nation. In the '80s and '90s, smoking was eliminated from the suburban ideal and stamped out of bars and clubs. Now that vaping has arrived, people are not entirely certain how to handle being seen in public. Do they need to hide, like they used to do as smokers? Or is it okay to be brazen about it, much like many of us were when we started smoking..? Clearly, these are issues faced everywhere, but I think it is heightened in health-conscious Southern California.
