is my clearomizer broken?

I am a newbie of 2 weeks. I have a ego twist 1000mah and a ce4 or ce5 (I'm not sure I know the difference) clearomizer. It is 1.8 ohm with wick and top coil. I believe its not a rebuild-able clearomizer.
It comes apart by the tip(mouth piece) unscrewing allowing for refilling. The tip screws down and meets up with the head (i think that's what its called) inside the tank. It appears that juice is sitting here in this location, and begins to fill up the mouth piece until it gets above the output of the head in which it will start to bubble. I usually just unscrew the mouth piece and let it drain back into the tank.
Does this mean it is broken? Or is this a annoying by-product of this design?

Yeah, I've had this happen before. The design leaves very little room between the head gasket and the side walls. If dirty/gunky it can retain juice rather than allowing it to proceed to the tank. When this has happened to me, I've taken it fully apart and cleaned it thoroughly, and that has fixed the problem until the next time. I don't use this model anymore, but they were really great when I first started. Everything about clearomizers includes tradeoffs, i,.e., bottom or top coil, hot or cool vapor, leaking and flooding, etc. I now use the evod as a primary replacement for my old CE's, some MT3s's and the Protank. Vivi Novas can sometime have this problem as well. I prefer the bottom coil design even thought they are more prone to leaking and flooding. Fiddling with Clearomizers is now just second nature and a fact of life, and it doesn't annoy me anymore. Good luck, welcome, happy shopping, Power Up and Vape On!

That has happened to me a few times too. I don't usually advocate jamming metal objects into anything as a method of repair, but in this case what worked for me was to just slide a safety pin into the gap between the gasket & the tank and do 1 lap around to clear out the build-up. A full, proper cleaning is definitely the better way to go...but the safety pin thing works in a pinch as a quick temporary fix.

I will give that a try. its almost as if juice is travelling through the atomizer and into the mouth piece area. I wonder if my coils are not vaporizing enough or getting hot enough? I do not tilt the device much so i never get it in my mouth but its a pain none the less once it gets so full that it starts to gurgle (covering the post from the atomizer).
