Sounds like another Journalist who didn't do his research. They aren't illegal, and no smoking laws have been revised to include vaping as of yet.

I've checked out La Presse's website, and can't find anything other than the usual line of BS from a year or two ago. Even read that Propylene Glycol is toxic to humans... LOL. Sure... if you drink a gallon of it. Even Vitamin A is toxic. Sigh...

To quote Health Canada (email I received):

"Electronic cigarettes with nicotine are not approved for sale in Canada. Companies are required to submit a new drug submission. Also, non-filled e-cigarettes with a health claim must have medical device license."

So for hardware, as long as there's no Health Claim (e.g. smoking cessation), they should not interfere with sale or importation.

This is all sale and importation though. There are no laws regulating personal use of the devices. Perfectly legal to vape in public.
 
As long as you are not importing the product per se, there should be absolutely NO legal issues with vaping. There is not one law article that says that one cannot use a device to release non-toxic vapor into the air.
Hell, I couldn'T even find one article that LEGALLY prohibits the importation of the stuff. The only related article was published by Health Canada in 2009, and there is fine line between HC telling people not to import electronic cigarettes and an actual LAW that prohibits such activity.
