Is there a pure Lemon Flavoring That's Water Soluble?

Just starting to experiment with DIY, and I keep running into notes that Lemon Oil in insoluble in water, and not safe to use in DIY recipes. How do I get around this?

If I am going to make Lemon Garlic Roast Chicken, as a tribute to the Versailles Cuban Restaurant, in LA, I'm going to need fresh lemon.

I'm only partially kidding here. I am really looking to try crisp and tart recipes, and in the kitchen that means I need me some lemons (and lime).

In general, I like spicy, herbal, and tart, but clean vapes. Stuff I'd like to get close to include MEL Grey Matter (though their prices are OK), and Halo's Midnight Apple and Turkish tobacco (their prices a bit higher).

Who's got the answer? My kingdom for the answer! OK, how about some awesome Lemon Garlic Roast Chicken juice?

No, I've used it. It mixes with PG with enough shaking, but needs some help, like PGA with VG. It's a bear to get to blend, but a tiny bit goes a long way like most oil type flavorings. I find the water soluble more true to the flavor though as the lemon oil tastes more like zest. (Rind scrapings) All citrus oils are tough to blend, worse than mint oils.
