Yes there is! It is called flavorless e-liquid. It will be the most neutral flavor possible in straight PG. (For most folks, as there are some who do get more taste from PG than VG, but VG is generally sweeter tasting to most people.)

You have to be more "on your toes" than you do with flavored e-liquid as nicotine containing flavorless e-liquid is usually used by DIY juice mixers to make their own and they need the nicotine content to be higher so it can be dilluted in the mixing process. There is even a section of the DIY community that has switched to flavorless, so it is becoming more and more common.

PEG 400 - the alternative to PG and VG is the least sweet that I've tried. I don't taste the sweetness of VG (but that's an exception) but the general consensus is that PG is less sweet than VG. You can get a nicotine base in PEG 400 and a no-nic PEG 400 with no flavor. That would be my best solution for a neutral ejuice.

For what it's worth, the eGo-T and eGo-C absolutely do not like PEG-400. Insta-kill for those atomizers. Works well in most everything else though.

There is also the possibility that you are talking about pre-filled cartos. These almost universally have very sweet flavors, even the tobaccos.

All you need to do is get your own refill liquid, pop the cap off the carto, and drip your own liquid into there. A driptip makes this process much easier.

Phone a couple of e-liquid suppliers and ask them about tobacco or other flavors that are not sweet. Tell them if the flavors they send you are sweet, you'll return them. Eventually you will find a vendor with non-sweet tobacco, and other flavors acceptable to your palate.
