is this Right Nicotine for E-Liquid

it's very difficult to find nicotine base in turkey, e-liquid and other stuff related to electronic cigarette can not be shipped from outside. soo I found this legal website, merck retailer. can you tell me this is the right nicotine for e-liquid?

I went to my source in USA, Wizard Labs, & the Chemical Formula: C10H14N2 is the same as your source.

What bothers me, however, is that the carrier base (PG or VG) is not mentioned, & neither is the concentration of the solution.
