"anhydrous" is part of the glycerin specification, meaning "without water". You have something that is 99.5% anhydrous glycerin. (The other 0.5% is basically water.)
The standards of how a material is handled and the plastic bottles used to contain it are not the same for products destined for topical application vs. those that are meant to be ingested.
