Maybe a little late to the thread, but... I've got a couple of IMRs that look just like the OP's pix. The red wrapper is just that - a wrapper. As others have noted, so long as there's no dents or other damage to the battery casing itself, it's a non-issue. I wouldn't/didn't take the time to mess around with electrical tape.
