It's because the deeming regulations just hit the desk of the DHHS, and now it's simply a matter of process. DHSS > 30 days > OMB> Public Consultation > 30 days > Signed off. (note, I probably have the process wrong here, but it's not too dissimilar).
If Obama speeds things along (leans on his executive agencies), deeming will happen early next year.
Yeah, forget all those smokers who haven't quit yet, or all those people who will take up smoking no matter what anybody does. The government doesn't actually care about their health, why should we?I've stockpiled. I have no empathy for industry. In my dreams of perfect world it should die out with last ex-smoker quitting smoking. I abstain of "the fight". I have nothing to fight for.

I strongly suggest you look at what they are asking in regards to actual smoked cigarettes, and tell me whether they should be presenting the data as equivalent. There are 14 questions specifically asking about cigarettes.

I've heard the same from an e-cig supplier in California (who themselves do not sell any e-liquid to minors). In their opinion, there are quite a few never-smokers using e-cigs for the "tricks and flavors" but none of them are using nicotine.
