If that's per wick I'd say "no". It's not difficult to roll a wick and get it carbon'd up, and without hunting for best prices you can get ~9cm*12cm of #400 for that price (jugheads).
ed* You also get the added bonus of being able to adjust the diameter of wick to your preference/device, make a silica core, multi-mesh cores, etc.
I bought some from jrcustomturning and they were garbage I threw them all away. There was little strands sticking out everywhere and only about 4-5 mm was oxidized. And they tasted like oil. I would say you best bet is to pick up a sheet from juggy and make them yourself.
Jugheads has everything at great prices... I just checked the site and he must be low on mesh. It is $1.49 for 4cmx3cm, but I bought a square foot of 325 mesh the other week and I think it was $7.99. I'd say when he gets more he will offer the square foot again. He didn't have 400 when I ordered otherwise I would have ordered the 400.
You can also get kanthal wire from Juggy for $9.99 for 100ft! That is the best deal gong I'd say... much better than the 2 meters(6.5 feet) JR sells for $2.50.
