Is V4L an option for someone without internet access?

So I've got a (much) older friend at work. She's about 65-ish, and smokes like a chimney. I take my VK with me to work every day, and she seems to be pretty interested in trying one for herself. Trouble is, she doesn't have a computer, or any access to the internet. So, what could she get that doesn't use USB? (She thinks the PCC is the best idea ever, but doesn't have a computer to charge it.)

I know that "wall outlet to USB" and "car lighter to USB" chargers are pretty cheap these days, so I could get one of those for her so she can use the PCC.
Any other ways to make life easier for a new vaper without internet access?
What would be a good way for her to order week-to-week?

(This is where Steve comes in and says that he has a printed catalog and a mail order service, right? lol)

Regarding ordering - you call her a "friend", so couldn't you just order stuff for her whenever she needs it? Obviously get her to pay you beforehand.

I was thinking something more long-term. If I move on to another job, or if she decides to quit or retire, I don't want her without a reliable way of ordering.
I suppose that would work for now, though.

Fair enough, I see what you're saying. Doesn't she know anybody that is a personal friend (not work) that has internet access? I'd find that hard to believe.

Not that I know of. She has no kids, and basically spends all of her time at home, at work, or out shopping.
I suppose I could start her off for the first few months, since I'm making almost weekly orders, anyway.

There is also the library for internet access... A printout will only be accurate for a little while.

The master list at the flavor rater might be useful as a quasi catalog so if she calls she at least knows what the options to ask for are.
