Welcome to the forum, Treef!
Yes, you can mix it down. You could also purchase PG at a local drug store (make sure it says "food grade") or VG at a local hobby shop to mix it down a bit. Just be aware that using these will cause a loss in flavor as well.

Divide the total number of parts to determine your end strength. For example... 50/50 with the 11mg would be:
26 + 11 = 37
37/2 = 18.5mg

50/50 with PG would be:
26 + 0 = 26
26/2 = 13mg (with lose of flavor though)

Yes, to mix it DOWN, you have to mix it with non-nic liquid. If you mix 24mg's with 11mg's, you're just creating a 35mg liquid.

Keep in mind that you WILL be decreasing the TASTE of the liquid you like too when you add your PG. I'd suggest doing it in small increments!

VG will take MORE of the flavor out, but it creates more vapor. I've also found that VG liquids seem to last longer, probably because it's thicker. And, if you're using carto's, I'd suggest sticking with the thinner PG too.

Good luck and let us know how it went! :)
