Legal Status of eLiquids in Japan, JP vendors

Sorry if this is a dumb question but ... has the legal status of eliquids in Japan changed?

To the last of my knowledge, only licensed vendors could make and sell products containing nicotine, i.e. tobacco companies or pharmacists. Until a few months ago, I didn't know of anyone selling eliquid in Japan, but now there seem to be a number of online vendors, some of which appear to have an actual shop as well. Are they just importers, and is what they are doing legal ... or are they operating in some grey area?

Personally, I've been ordering my juice from the US, under the assumption that importing small amounts of juice for personal use (billed as a "smoke cessation product" or some such, in case anyone would ask) was permissible. Haven't had any customs trouble yet, but kinda holding my breath every time I order a batch.

Can anyone enlighten me what the status is?

I talked to the guy at vapejp today. He uses usps to ship, and it goes to Hawaii and then back here to Japan (although seems counter productive ) he said limit is 2 kits and 120ml . Most shops sell 0mg, if you found some that sell nic let us know, but as far as I know, still illegal.
I just put in an order from killer juice, 18 bottles, really Hope it won't get stopped.
