It's ready to use after adding flavor. Keep in mind, the flavor concentrates don't have nicotine so the more flavor concentrate you add, the lower overall nicotine content the final product will have.

Thanks, nervous about mixing my own, but it seems like this will be the easiest way to start. I should have got the 36 mg I guess. Oh well, next time. Do I have to steep the liquid after I make it?

Steeping is helps depending on the flavor, you don't have too. Next time just order some 60mg/ml pg and 0 nic pg and vg, it gives you way more versatility as far as nicotine content and pg/vg ratios. It's not any harder if you use a calculator. With 24mg 15% flavor brings you down to 20.4mg/ml and with 36mg 15% flavor you are at 30.6mg/ml. Adding a flavor that is pg based will also throw off your pg/vg ratios. Buying premixed nic juice you cannot adjust your pg/vg ratio or your nicotine content. Different flavorrs require different percentages of flavor so the amount of nicotine in your juice will vary depending on what flavor you are vaping.

That being said your premixed 24mg is fine you will just end up having a slightly higher pg to vg ratio and slightly lower nicotine concentration in your final juice. Or if you want to keep it simple you could just buy the premixed stuff and add a super concentrated flavor like vaping zone- they take such a small amount of flavor the effect on your nicotine content and pg/vg ratio would be neglible.

Depends on what flavoring and what flavor. For example if you are using a MBV flavor you have gotten in a liquid before and you had to let it steep then odds are high it will need to steep when you DIY. In theory the sorts of flavors you had to steep in the past as liquids (tobacco, complex flavors etc) will need a steep and the things that were generally good to go from the mail box (fruits, mints) should be vapable fairly soon.

I should have included: Different flavoring companies may need more steep time than others. Depends on alcohol in the mix and so forth.

Simple single flavors are ready quicker. Some are ready to rock before the bubbles pop. Try Hawk Sauce.
If you mix at 12% your juice will be 21.12mg (cool, I'm a Rush fan)

I started DIY using vendors premixed flavorless nicotine and I didn't find a noticeable difference in the nicotine level after adding flavorings. What I did find was it way cheaper to buy the nicotine, pg, VG and mix my own than buy flavorless nic from juice vendors.
