I am not sure I understand who the ACA is or who blamed them and for what they were blamed for. Could you please elaborate?

Affordable Care Act.

What's worse is when your employer blames the ACA for the cost of the cotinine screen and thinks you're stupid enough to believe it.

I have Anthem Blue Cross Blue Shield. My plan explicitly doesn't consider vaping tobacco use, so I get a $600 discount/year for not smoking or chewing tobacco. NRT is allowed, as long as one is enrolled in a smoking cessation program. In fact, the discount also applies if one smokes and attends 5 smoking cessation classes, whether try to quit smoking or not...

Can you show me exactly where your plan "explicitly doesn't consider vaping tobacco use"? I am thinking about getting a plan with Anthem BCBS, and I cant find any reliable info to back up your claim.

I have Anthem BCBS through work. From what I have heard all plans are different- even with the same insurance company. My work sets the conditions, how much we pay and how we get discounts. The company is self insured, but through Anthem BCBS. I click a box when signing up for benefits saying I do not smoke cigarettes, cigars or chew tobacco and get $50 off per month. There is no mention of electronic cigarettes. I called a rep and they said only smoked or chewed tobacco is considered tobacco use as per the policy. We can get unlimited free NRT if we want. If one does smoke cigarettes, cigars or chews tobacco, they have to sign up for smoking cessation classes and attend 4 to get the discount- whether they quit smoking or not.

Ive been convinced for some time that i will see the day when everyone will be required to pay health insurance and everything will be excluded.

We should have allowed the health insurance industry to collapse under its own greed, it was beginning to happen when the ACA (obamacare) saved it.
By now, if it had collapsed, we would all be paying much, much less and got value for our money.
