Cotton candy is used as more of a flavor additive (Ethel malto (EM)) to meld, blend or tame strong or over powering flavors when combined with other flavors. It will also actually enhance the sweetness of already sweet flavors but in itself it does not add sweetness. If your going to use it as a cotton candy flavoring you need to use 20 - 25% and in combination with blueberry (Blue cotton candy) or Strawberry (Pink cotton candy). TFA circus cotton candy may be a better choice but still cotton candy in general is not that popular straight up around here. To answer your question does it need steeping well not really in the true sense of the word because the more you use and the longer you let it steep in combination with other flavors the more it will make other flavors actually fade away. In other words it's not a good choice to use as a flavor or primary flavor for that matter. It's better used as a tool in combination with other flavors to tame the mix.

I really doubt their cotton candy is just cotton candy, they blend it with something(s) else. I've tried to make standalone cotton candy's and its crap. 10%, 5%, 3% all turn into syrup. I make my wife's CC using a mild tobacco base. 4% Hangsen desert ship and 1% cotton candy. It does steep for a few weeks but thats cause I make it ahead for her and never tried it "green" as-per-say. I wouldn't advise any heat steeping cause you'll just accelerate the syrup process and/or begin to caramelize the sweetener.
My best opinion is to buy the CC concentrate(Signature Circus Cotton Candy from ecig express) is the one my wife loves then using a diluted mild tobacco or whatever other flavor thats kinda bland, add the CC till you like the taste(1-2% of the volume of the juice), it means stepping abit into DIY but IMO you'll get a much better end result than doing what I did spending all kinds of money buying commercial juices to find a CC that was actually decent but really never did.
