My daughter's 1 cat is like that - opens her mouth and usually nothings comes out. Needing food or water for my cat is a stare down and once you make eye contact the talking begins!.....go to touch him and he runs off toward whichever is needed. The dog parks himself in front of me and starts grumbling.
I once had a cat that would curl up in the dog's water bowl....it caught your attention that water was needed....course that stray was hard to get out of the bowl too. He wasn't too bright
