Need help... Customs Argentina

I sent a package to a friend in Cordoba Argentina via DHL, after authorize dealer place call to Business Authorize desk, we where told everything was ok... NOT!! Long story short, now is being held at Customs(Ezeiza, Buenos Aires Argentina)... DHL in tracking tool just saying "broker notified to arrange or clearance" but Buenos Aires is saying that I need to get a Custom Broker with import licence in order to liberate package.
Can anyone help?

What is the current legal status of electronic cigarettes in Argentina? Perhaps that is a question you should ask your friend.

The last I read indicated that in Argentina, sales, importation and manufacturing has been banned by the local regulatory authority.
