First, a helpful tip when filling a cartomizer. Use a wood tooth pick to plug the center air hole. This effectively plugs it from excess juice getting in and needing to blow it out after filling the carto.
Add some juice, then shake it like a thermometer. This is the "drip & flip" technique. Then add some more juice. Flip it again. Continue these two steps until the carto's filler will hold no more juice, before it begins to just pool on the filler. It should appear like a slushy drink.
It never hurts to "top off" the carto now and then with more juice. Never allow the carto to go dry. It will burn the filler. And you'll never get that burnt taste out of the carto; it will be ruined.
