I had a bunch of Spinner II batteries....they don't last long for starters, meaning the charge cycle is low, after about a month they just didn't hold a charge for much more than a couple hours.

You might want to look at an inexpensive istick 30W, it will fire what you have and the battery lasts a LONG time.
I am looking at the iStick, and a friend offered me DNA30. My battery seems fine, it's the tank that leaks, and the coils that seem to be the issue. But yes, I want something for my new Nano tank.

Insofar as weak hits, I'd have to say no. Lower resistance should provide a stronger hit. Maybe the coils are old or something. As far as your batteries weakening, definitely. Lower resistance drains batteries more quickly. Your variable wattage will kill the battery (and coil) more quickly at higher settings, too. I'd get a new battery. In roughly the same form factor, you can get an Ego One 2200 mah. It's a regulated 4.2 volts and you can't adjust voltage or wattage, but it'll push tanks MUCH more efficiently than the spinner. It also can handle resistance down to 0.5 ohms and pushes in the range of 32 watts at that resistance. Also, you won't need a seperate charger or need to pull the tank off to charge... it has a micro usb passthrough. It's a 19mm diameter 510 only battery, so you'll need to consider your tank accordingly. Awesome battery, though.
