Council Announces Hearing on Legislation to Add
E-Cigarettes to New York City Smoke-Free Air Act
December 4th Hearing on Proposed Legislation to Prohibit Use of Electronic Cigarettes in Public Spaces

City Hall, NY – On Wednesday, December 4th at 10:00 am, the Council's Health Committee will hold a public hearing on legislation sponsored by Council Member James F. Gennaro and Speaker Quinn to include electronic cigarettes in the City's Smoke-Free Air Act. The bill would prohibit use of e-cigarettes in restaurants, offices, parks, beaches and other public spaces. The hearing will be held in the Council Chambers at City Hall.

Joint Statement by Council Speaker Christine C. Quinn, Council Member James F. Gennaro, and Council Health Chair Maria del Carmen Arroyo:

“The Council has worked for well over a decade passing laws to curb smoking in New York City. Smoking rates are lower than ever and New Yorkers are healthier and live longer as a direct result of these laws. One of our greatest achievements in combating the devastating effects of smoking was passing the Smoke-Free Air Act which bans smoking in public places, restaurants and bars and in private office buildings where people work. The Smoke-Free Air Act has saved lives and has even been a boon to business.

E-cigarettes which contain nicotine, the addictive ingredient in tobacco, as well as other unknown substances now threaten the progress we've made and we must take decisive and immediate action.

Because e-cigarettes are designed to look like cigarettes, they pose a problem to business owners and threaten effective enforcement of the Smoke-Free Air Act.

Furthermore, we all know that smoking is a particularly difficult habit to kick. Allowing smokers an easy way to maintain their nicotine intake indoors can make quitting even harder. Allowing the use of e-cigarettes in places where smoking is prohibited sends the wrong message to children – that smoking is safe. The truth is, nicotine is a dangerous, addictive drug that could be a gateway to smoking and a lifetime of chronic health problems and even death. In fact, E-cigarette use nearly doubled among middle and high school students between 2011 and 2012.

Finally, exposure to the chemicals emitted by E-cigarettes, which are unregulated, poses unknown risks that we simply cannot afford to take. Including E-cigarettes in the Smoke-Free Air Act will save lives.”

This is a complete load of $ h i t! Would we rather our middle school kids start smoking analogs in middle school or e-cigs? Cause you know they're gonna smoke something! The chokehold has begun folks. We're in the last throws of the Wild Wild West. Enjoy it while it lasts cause it won't :(

I'm in Long Island.. Work in NYC!..we are underrepresented here, very few B&M shops compared to other states. The fact that we are supposed to buy into the gov't regulating something that hasn't even been proven to be harmful is appalling. To put us in the same category as smokers, relegating us to share the same stink air as smokers, huddling outside amongst them because of what the
perception is an unacceptable injustice. Nicotine alone is about as addictive as caffeine. It's proven in a Drexel University study testing the water vapor of 9,000 vapors finding no discernible toxins to humans. E cigs are saving lives not killing us like cigs...Bloomberg's law is also based on an unproven risk, that maybe there's something we don't know yet about the so called dangers. Since we don't know if this could potentially hurt us, let's make it as hard as possible to enjoy what all of know has saved us from the very proven risks of smoking... Let's take away the right to engage in this far safer alternative by banning it in parks, beaches and restaurants so we are outcasted as smokers are. Let's punish those that are trying to heal themselves! And lastly, while we're at it, we won't ban it entirely cause how will we profit from it then? Instead we will get rid of the great flavors and replace it with bare bones cigarette flavors.. menthol and regulars tobacco which we will tax the crap out it too, so that the hassle to get a good vape may not even be worth the trouble. Gone is self regulation of private business. Image and perception replacing fact. Petitions signed by those of us that have lost loved ones to tobacco, and those who have have smoked their way into illness and disease for years can finally breathe again remains unheard by the powers that be. Perception, greed and ignorance replacing fact. And that fact is proven every day by the positive physical changes in those who used to smoke. The hypocrisy of the FDA, whom has deemed the ingredients in e cigs to be generally safe is now slowing choking us. If they want to regulate, regulate the bad vendors use other additives besides PG/VG.. regulate the materials used in devices, make sure labs are clean if you will. That makes sense, don't make vaping the enemy. Don't make the cure the same or worse than the disease!

It is a sad, sad world when children and teens have extremely easy access to all kinds of illegal substances but since the war on drugs has failed the Government wants to look like they are looking out for the best interest of kids.
I call BS on this.
Parents need to start doing their jobs like they did with our generation.
Now you have children and teens who have single parents who work and they stick a bunch of electronics in their kids faces and call the TV and Laptop the Babysitter.
Then they are so shocked to find out little Billy is on drugs and little Becky is pregnant by the time they are in 9th grade.
This is when the blame shifting takes affect.
It becomes everyone's fault but them and their little angels.
These parents need to look in the mirror first when they start passing out the blame and to their children second.
