There will be all sorts of opinions that vary a lot. Here's mine, but first, are you trying to stop smoking?
If you are wanting to get off smoking you have a budget to get started, the money you've been spending on smoking. My first few days vaping was with a $15 vape pen and a $5 bottle of juice. That setup reduced my daily cigs from 25 to 5 with no effort or will power and showed that vaping might get me off cigs entirely so I went to a vape shop and got a fancier rig, a nautilus mini and low watts mod with built in battery and some more e liquid with 18 mg nic (which was reduced to 12 mg after about a week). A higher nic level lets you vape less liquid which can be prefereable because it takes a while to adjust to the experience. I believe beginners should start at low power and not so much vapor production with a higher nic level and then if you can arrange to keep it low power from then on that's lucky for you. So tootle along on a low powered beginner vape for a while so you can get used to the experience. There are lots of low powered easy setups to get you started. Others here know more about them than I do.
I believe in the beginning don't worry so much about quitting smoking. Just vape and vape some more. Over six weeks I found vaping got more enjoyable and smoking became less enjoyable. When I knew I'd never stop vaping I made the effort to stop smoking entirely. That was a low pressure experience because I was confident the worst that could happen is I'd relapse to 5 cigs a day, not 25. If you never stop vaping sooner or later you'll stop smoking.

At 1st glance, e-Cigarettes can seem somewhat Overwhelming because there are so Many Choices. With so many Unfamiliar Terms and Cryptic Abbreviations. But it Isn't as bad as it Looks.
And you Don't have to learn Everything in one day to be able to Enjoy an e-Cigarette.
Do you have an e-Cigarette Now? If so, what type do you have?
It can be done on a budget. You will need to spend a few bucks to start yourself off. The cheap little pens and clearomisers can put people off as they are a bit haphazard. I started vaping properly and succeeding with giving up cigarettes with an Aspire Pegasus V2 and a Nautilus tank. Very simple and easy to get on with and lots of people here and YouTube tutorials to help you through. As previously mentioned there will be a lot of subjective opinions (including mine!) about what right. Most importantly is that if you don't want to smoke cigarettes keep persisting as it is well worth it!
An inexpensive starter kit is gonna cost $20-40,Depending on if you are ok with tube or want a box. Then you need to buy juice. There are some good inexpensive brands, I like Mtbakervapor.com, it's about $8/30 ml.
Tube style starter kit - they are fine, I started on an ego, they've gotten better since then.
This is a decent starter box, internal battery is cheaper to start with, but when battery dies, mod is done...
Another good starter box, the tank on this one is pretty versatile.
Replaceable battery box. Downside here is the extra start cost of a battery and charger ($12 for single batt charger+ $8 one battery), but a great little kit.
Factor in replacement coils, extra battery(s), juice. I would say low side to start out, bare minimum $50 for:
Tube mod
2 bottles juice <$10 /30 ml (don't buy "premium" $20+ bottles)
5 pack coils
I say get 2 bottles, so you can get one in high nic (18 or more) and one in 0, and adjust to what feels right.
Also note, while all my links are for one site, there are tons of places with similar, possibly better pricing.

Welcome and glad you joined. Best advice I can give is start simple and try to learn every basic part of vaping, then step up (if you must) to advance ways of vape. Some novices inadvertently choose advanced starter equipment which can lead to confusion. The poor learner is flooded with too many variables and never gets the basics down pat. It helps to know what you want (which direction you want to head towards) before you make a decision you might regret after a purchase.

Just be very careful. The e-cig industry is full of very greedy brands wanting to charge you $100 for a $29 e-cig.
I give people Joyetech eGo AIOs to try out. Mine were $17....
Do NOT trust review sites that like to "tell you how it is" and then lead you to the brands which pay them the most commission.
I can't speak for the world, but in the UK, if you can afford to smoke, you can afford to vape....unless you fall for the e-cig marketing of course.
