When you wrap a wire around a mandrel (drill bit, needle, whatever), you can count it 1 of 2 different ways. Start with the wire on top, wrap all the way around until it's on top again. That's 1/2 (or 2/1). Looking at the top you'll see 2 'wraps', but on the bottom there's only 1. Wrap it around again & you have 2/3 or 3/2. Another wrap is 3/4 or 4/3. It's just a way to prevent confusion. Typically when it's not specified as 2 numbers, it means the lower of the 2, meaning you started out with the wire on top & counted each time you came back around... like if I said I just did 7 wraps, I mean it's a 7/8 or 8/7.
