The titration method works based on the total amount of nicotine. It doesn't matter how strong or weak the concentration is, or how much substance is there overall, only how much nicotine is in it. So if you have a heavily-colored liquid, you can just add more distilled water to dilute the color, and then add more blue so you can still see the reaction. Since the total amount of nicotine will be the same (because you didn't add any additional e-liquid), then the amount of acid required to fully titrate the mixture and turn the blue into yellow should be the same as well, even with the additional water.
