yeah, just like when you stayed up late smoking too many cigarettes and you got that gross, sweaty, fluttery and almost but not quite nauseated feeling? That's when you've had too much. And remember: nicotine by itself is really not that bad for you-smoking is. So if you think you'll end up using more nicotine than you used to, don't worry too much about that for right now, just get yourself off those smokes.

its usually mg per ml
so typically 1ml = 24mg if so labelled.
You may not get anything close to that in reality because none of us know for sure how much your body absorbs and how much is wasted in the vaporisation process, ( my guess is more than we think) but 24mg strength is what they bottle (in your example) per ml.
Use it as a guideline rather than gospel - make sure you dont get a headache (too much nic) and don't feel like a cigarette (not enough nic). You will find the 'right' level and 'right' amount that suits YOU after some trial and error :)
