Personally wouldn't bother me in the slightest. I have had a few cells show "patches" as time goes on. On inspection you can see its discolouration in the wrap probably caused by moisture and/or warmth of use and charging.
A tad picky some of you seem to be.

Recently restored a battery pack, and at first tried to assemble it without my low temperature solder, something which didn't worked very well and I had to remove plenty of hot glue (with ethanol) over the cell wraps, resulting in plenty of stains and discolorations on the markings. Of course rewrapping the cells in such case is nonsensical, doesn't looks pristine but what the fLIck

I've never had that happen. It almost looks like condensation under the wrap. I'd remove it and re-shrink. See if there's any liquid under the wrap.
A hair dryer and a new wrap would fix that if there's no staining of the metal from heat.

I plan on going to the vape shop later because they have someone who knows how to professionally rewrap batteries. While I'm there I'll ask him was that stuff is.
Check out the online vape shops for 18650 wraps. The usually cost about 15 cents each and all you do is cut them with scissors to match the length of the wrap that's already on the battery. Slide them on after removing the old one, and heat evenly with a 1000 watt hair dyer, moving it back and forth and turning the battery to heat evenly.
When you cut off the old wrap you can cut out the manufacturing label that shows the battery brand and type and slide it under the new wrap to mark what type battery it is (if you buy clear or translucent wraps).

I would do that but I don't have more than one other set of batteries that are married so to fastest thing I can possibly do is to have this vape shop do it for me today. Problem started last night, will be fixed very soon. But your suggestion is definitely the way I should be doing it in the future.
A couple of my 25Rs, and my first pair of batteries my LG HE2s are like this and Ive been using them for quite awhile that way. No issues here.
Wraps and top insulators are dirt cheap. I prefer getting the precut wraps as I'm lazy. A little more money but less aggravation. Otherwise it's remove the old wrap, slide the battery into the new wrap, make sure the little insulator disk is on top, and turn on the hair dryer. Just a few minutes of your time. Do be careful taking the wrap odd the bottom with anything metallic. I just use the tip of my ceramic tweezers for that.
Let us know when you re-wrap them.
Curious to know if there was a problem with the battery.
I actually was going to re-wrap them but I then noticed a small dent in the battery. That got me to decide to not do anything with the battery anymore and just chuck it in the battery disposal that Staples or Office Depot has. I have no clue how that dent got there.
