I just left the liquor store in my quest to find some PGA. Didn't read it until later that it is Everclear but it is 190 proof is this alright to use and if so how much?

Yep. Everclear IS PGA.
Even if you had a bottle of 200 proof, it would turn into 190 proof a few minutes after you took the cap off, because ethanol has such a strong attraction to water (sucks it right out of the air).
What about for us California folks where we have a limit on alc content?
What are your thoughts on using everclear 151 proof?

That should work just fine. A lot of people use plain old 80 proof Vodka so 151 Everclear should work better than that. Just don't have any open flames while pouring it in the mix
