As for it being "changeable" it means the atomizer is a separate piece from the cartridge meaning users can remove the atomizer and clean it separately and re use it. Previous models the tank and atomizer were one piece and could not be cleaned.
Realize your battery has eGo and 510 threading- the most popular and many choices available in regards to juice delivery systems (holds and vaporizes the juice)

As far as the pic in Post 19 it "maybe" looks as if the Drip Tip silicon O Ring has become stuck in the cartomizer/ cartridge. It is a weird looking cartomizer/ cartridge...maybe a tank+ cartridge system designed before cartomizers were released. ALL just a guess.

I want to hit the thing now but is it possible for mold to grow in the cartomizer if it's been sitting too long with liquid in the tank?
Your juice prolly contains PG which is anti bacterial so it's ok.

The tank: there is a tiny hole near the base of the tank on the silver part. So there is a small hole near the base of the cartomizer. (Trying my best to get the terminology down)
That means it's a prepunched cartomizer that slides into the tank. Prepunched cartos MUST be used with a tank.
Cartomizer/ Carto- metal tube with stuffing and heating element/ coil. Holds anywhere form 1- 4 ml of juice. Carto is fully saturated and must be occasionally refilled when juice runs out.
Carto+Tank- a Carto with a hole punched in it. Carto is than placed in a glass, metal or plastic tank which is filled with juice- juice from tank saturates/ replenishes Carto by way of hole in Carto.

Looks like an ego style battery, a usb charger, juice bottle, a tank style atomizer, and a carrying case. Looks like a metal sleeve for the drip tip.

Unscrew the tank, screw the batter into the charger, pug into a usb port. Once charged, fill tank with juice, screw onto battery, push button and vape.

Oxtail: I was thinking about that but didn't want to go into some shop not knowing a thing and then get taken advantage of. I will definitely stop by somewhere soon.

That's definitely a legit concern. Fortunately, you live in SoCal. There are so many vape shops around and so many new ones popping up all the time. They rely on social media and word of mouth to attract customers. Willfully screwing a customer who might leave scathing Yelp reviews or warn people against you on Facebook is marketing suicide. Not saying it won't happen here, but the consequences are much more dire than for shops in an area where customers have few options.
 
Unless it actually says Joyetech on it I would just set that one aside for now. Under the best of circumstances a tank atomizer setup can be a fussy thing. And unless I was 100% certain that was a Joyetech tank atomizer - and it was actually clean and working - I wouldn't send you looking for a 5 pack to tanks for it.

The cone reads eGo-c joytech changeable. I wouldn't describe it as a spike down in the cone. Not sure how to describe it but I will attempt to. A little more than half way down (looking from narrow end) there is a "shelf" that shelf has a notch on either side (air flow notches?) bellow that there are threads running down and in the middle of those threads I can only describe it as a small tube with notches in either side and a small pin hold in the middle of that. And if I flip the cone over and look at the fat side I see the battery connection.

What you have there is a Joye c type with a carto tank. A starter that has been upgraded with an after market tank. Joyetech eGo-C, Changeable System

Watch some vids on using a carto tank get a couple of fresh cartos and a new drip tip, charge the battery, fill your tank, push the button and vape :).

ego-C (A) it is , needs mouthpieces/tanks for that. Also some softcaps, as the original hard plastic cap of the tanks tend to leak a lot after a couple of refills. It's because to refill, you have to pull the tank and re-insert it, loosing the snug fit around the spike eventually. Whole thing evolved from the ego-T , a typical 'starter kit' in Europe.
