How dense should i pack polyfill/blue foam into an empty cartridge, and is there an official ruling on whether or not the blue foam is actually toxic?

Marineland blue foam is PET - same substance as filler or PTB. Non-toxic at these temps. As far as density goes - I cut the foam a little larger than the top of the cart because I want some 'spring action' to hold it up - I only use it as a plug - about 1/4-1/2 inch deep depending on the size of the cart. The bottom of the cart well is all liquid. Polyfil depending on what type may need to be deeper in order to stop leaking. I also use a straw mod with the blue foam to help in faster filling and for wicking.
