Not sure what you mean by "constant current". I guess you mean LEDs are usually on for long periods of time where atomizers are on momentarily. In any case, 7W is low, you need at least 12W. Not sure how much faith I'd put in the specs there, looks like a lot of Chenglish going on. Though it would be cool if it has a booster and can handle the output.

What was meant is the circuit operates in current limit mode and is rated to provide so many watts to a 3.1 volt LED. (3.3v to 3.5v for the higher power LEDs)
LEDs are usually rated is dissipation (ma @ Volts) They is diodes :) Once they turn on, they go crazy with just a little more voltage. LED drivers are usually setup to deliver fixed current for 1,2 or 3 series connected diodes (whoops, LEDs :))
