You could make a recipe you like then copy that recipe and save it as (recipe name) base and then change nicotine to zero and save.
When I make a base what I do is the above but change VG and Nicotine to zero so it only contains the Flavors in the right percentages then I add a note as to what the base needs to be mixed at. Then I make a new recipe using that base as a flavor set the percentage as noted then put my VG and nicotine levels as I want. Hope this makes sense.lol

It does. over the course of mixing I have noticed that the only thing that stays the same when mixing is the vg and nic amounts and that depending on how many and how much flavors the pg amount is what changes .

You can try this:
DIY E-Liquid Calculator Ten Flavors With Nic. - PG/VG Adjust

On the left column you will find 6 different calculators, you will use the #5 and the #6 ones. Open the #5 and just input a "0" on "base Nicotine level", "Target Nicotine level" and make sure all the flavors are set to "0 mg" (they are by default but flavor #1). This first calculator will allow you to make your flavored base with any pg/vg percentage you wish.

After you have your flavored NO NICOTINE base ready, use calculator #6. Here you will input your flavored no nicotine base as "E Liquid #1" (make sure you input nicotine as "0". ) and lets say 10ml or any amount of your choice. Then, on "E-Liquid #2" you will input your nicotine solution, lets say it is 24mg/ml, then write "24" under "NICOTINE", then input your nicotine solution pg/vg percent, and calculate.

I don't know if there is an easier way to do this, but this one is not very difficult and is what I use when I need to.

I might be missing the point of the question entirely because my thought is:

Mix it like normal, but when you get to the nicotine amount, skip it. Wala, add the nicotine later and the levels of everything are perfect.

That is a very easy way to do it, the only reason I use the calculators is it allows me to use different nicotine strenght and different pg/vg ratios. i think OP may find your method better.

Well, my way is super easy, but only works for one nicotine level.

Getting complicated can be as complex as one would like...

Still not sure I understand the intent if the question though.

I know I can complicate the hell out of things sorry lol Your way would work but I am trying to make a flavor base that can be used for different nicotine levels.

So if I make the base like this a 15ml bottle with zero nic
PG - 8.25ml
VG - 4.5ml
Flavor - 2.25ML

Then later if I want to make it 18mg would I just add 2.7 ml of nic then 12.3 of the original flavored base? and so on for different nic levels?

Like when I went to a vape shop they had big bottles of juice that they put into smaller bottles. I did not buy any so I'm not sure how it worked but I would imagine the large bottles had no nic and was just a flavor base and they add whatever amount if nicotine that they needed to make the smaller bottle whatever nic level was needed?

Hmmmm, I use Scubabatdan's calculator so it's real easy to make a mix that is just flavoring since it handles the ratio of flavorings independent of the total flavoring %. It's a simple matter to take that and dilute the flavoring so that whatever % you want, like 20% or 50% or 75%, comes from the premixed flavoring bottle and the rest is whatever it takes to make the nic level you want.

So is the way I am asking above way off base?

Is there a way or calculator where I can mix flavored base without Nicotine then add it later?

So is the way I am asking above way off base?

I cannot say. I'm a very literal person. I read the question to be exactly what it says, "mix flavored base without nicotine then add it later." I have no idea if it is just flavoring, flavoring and PG, Flavoring and VG, flavoring and PG/VG, what the nicotine level ranges are, why you'd want to do such a thing, or any number of things. Just without then add later, so I went with the simplest answer, skip adding nicotine.

I've seen questions where folks just wanted to know how to mix their flavoring combo up together and use it as a single flavoring. I've seen questions where the person wanted to make all their mixes at 50% of a flavored base and the remaining half whatever they wanted. And all kinds of different versions of the rough concept. I try not to assume what the intent of the OP's question. Since the math behind this comes so easy to me, I am never sure I'm the right person to answer because I tend to miss stating details that I assume are well known concepts. Of the two questions I used as examples, the math is the same really, but the results are different. As usual with mixing math, you eliminate variables if you start with what you want to end up with, so starting with the desired end result makes things easier.
