Along with the e cig education, When contacting the council members point out that the part on smokeless tobacco.
Can not be really enforced unless they are willing to stop people and search their mouths.

Think how that would look on the evening News, When the tobacco they were looking for turns out to gum;)

Now here is a evil thought show up at the council meeting with a big wad of bubble gum in you cheek. Wile chewing away have a spit can handy to really sell it. When it your turn to speak.

Blow a big bubble then ask what did you think I had in my mouth?

It shouldn't surprise anyone. If any of you remember in Minnesota, it became the first state in the country (in August 1975) to ban smoking indoors except in designated areas (bars were exempt entirely). Basically, the days of simply walking into a building and freely lighting up whenever and wherever without any social (or legal) consequences was over. I also believe that they banned smoking in hospitals, day-care centers, and public schools at this time as well (I wonder how well those provisions were followed). Indoor areas that permitted smoking had to use appropriate signage.
