Can it be had by the average U. S. consumer? Are there any online suppliers who will sell to individuals? Or (as I suspect) are there strict laws/rules as to who can have pure nicotine, and how much?

I don't think the average consumer can buy pure liquid nicotine - I wouldn't even try to handle the stuff....... Our nic liquids, even at 36mg strength, are less than 2% of the contents of the entire bottle..... and come with stringent warnings.....
Pure nic liquid is best handled in a sterile lab, with intense safety protocals set in place. It's NOT something to be played with by amatuers....

Most labs in the US will not even sell pure nic. They might sell it in a concetrate such as 30%-.05 %. I would not play with the stuff. At 30% you are looking at 300 mg per Ml (I think).
